Cependant, un tel phénomène ne peut s’apprécier que dans le temps long. D’où cette étude portant sur les archives administratives des assemblées revenant sur l’année 1993, marquée notamment par la réunion du Parlement en Congrès à deux reprises, par l’accueil du roi d’Espagne dans l’hémicycle de l’Assemblée nationale et du chancelier allemand dans celui du Sénat ou encore par la restitution au budget de l’État des réserves financières constituées par les assemblées parlementaires au moyen de l’excédent annuel de dotation. The publication of the minutes of the meetings of the Bureaux, main administrative bodies of French parliamentary assemblies, is an instance of the progress being achieved towards transparency in public life. Even though it helped in raising the profile of parliamentary administration, it remains that such a phenomenon can only be assessed through careful consultation of parliamentary archives.
