Une analyse des mœurs et des représentations aide à comprendre le droit parlementaire tel qu’il est pratiqué et appréhendé par les acteurs. La présente contribution tente donc de dessiner les contours juridiques du concept de « culture parlementaire » pour mieux cerner le contexte de transformation des cadres de pensée qui structurent les systèmes de gouvernement. Peu mobilisée par la doctrine constitutionnaliste, cette démarche renferme toutefois de nombreux mérites : réinscrire l’institution parlementaire dans son historicité et offrir un nouvel instrument à la méthode comparatiste. In the light of the French political crisis of 2024, lessons can be drawn from it to develop new conceptual tools. An analysis of mores and representations can shed light on the practical implementation and understanding of parliamentary law by the individuals involved. This paper therefore attempts to outline the legal contours of the concept of “parliamentary culture” in order to gain a better understanding of the context in which the frameworks of thought that structure systems of government are changing.
