À partir de cinquante-sept parcours de collaborateurs et deux ethnographies en permanences, il analyse un processus d’usure progressif : confrontés à des flux croissants d’interpellations, les assistants construisent des représentations particulières des scripteurs et s’« aseptisent » face à la détresse ordinaire. Certains vont jusqu’à abandonner toute projection dans le champ politique. L’article révèle ainsi un paradoxe : l’ouverture de l’institution produit les conditions de sa propre fermeture par mise en difficulté du travail des collaborateurs parlementaires. This article examines how parliamentary assistants handle written communications from citizens (letters, emails, private messages, and comments on social media). Based on 57 parliamentary staff members’ trajectories and two ethnographies conducted in constituency offices, it analyzes a process of gradual attrition: faced with a growing influx of requests, assistants develop specific representations of the writers and become “desensitized” in the face of everyday distress. Some even abandon any projection in the political field. Il est ici proposé de sortir de cette confrontation par le droit, en passant par la conciliation de la théorie des statuts, aboutissement de la théorie des droits publics subjectifs chez Jellinek. En repensant le citoyen comme sujet de droit en même temps qu’organe de l’État, et en renforçant la réciprocité de reconnaissance État-citoyens, la participation peut s’intégrer à la délibération législative sans diminuer la légitimité parlementaire, à la condition d’institutionnaliser un espace public structuré et propice au compromis. Historically at opposition, representative democracy and more participatory democracy appear incompatible within a parliamentary system: citizen participation is seen as intrinsically undermining the legitimacy of Parliament. This paper proposes a way out of this conflict using the theory of status, the culmination of Jellinek’s theory of subjective public rights. Mobilisant l’observation prolongée, l’ethnographie permet de dépasser les approches quantitatives et de saisir les subtilités des interactions parlementaires, depuis les rituels publics jusqu’aux coulisses. À travers une discussion des stratégies d’accès au Parlement et de l’importance de développer des liens émotionnels avec ses enquêtés, l’article met en lumière les défis à surmonter pour pénétrer cet univers, pour en collecter les données et les interpréter. L’art de s’entretenir avec ses enquêtés, via la maîtrise d’une forme d’improvisation théâtrale, est également discuté en détail, de même que les enjeux liés à l’accès aux coulisses et aux stratégies de contrôle de celui-ci. This article examines the methodological specificities of parliamentary ethnography. Drawing on extended observation, this approach transcends quantitative methods to capture the nuances of parliamentary interactions, from public rituals to behind-the-scenes dynamics. Through a discussion of access strategies to Parliament and the importance of building emotional connections with participants, the article highlights the challenges of entering this setting, collecting data, and interpreting it.
