Ce fut tout particulièrement le cas pour la présidence de Donald Trump, qui a souvent été décrite comme marquant une rupture historique de par son mépris des normes institutionnelles, ses multiples conflits d’intérêts, ou sa tendance autoritaire marquée. Avec un peu de recul, le bilan de son administration semble toutefois témoigner d’un président plus en position de faiblesse que de force. En replaçant le mandat de Trump dans une perspective historique, cet article démontre en effet que, loin de s’être démarqué par sa puissance, le 45e président dût en réalité faire face aux mêmes tendances de fond qui avaient contribué depuis plusieurs décennies déjà à affaiblir sa fonction. L’omniprésence de Trump dans les médias cachait donc un président qui était loin d’être omnipotent. Ever since the publication in 1973 of the eponymous work by Arthur Schlesinger Jr., the concept of the “imperial presidency” has often been used to criticize abuses by the executive branch in the United States. This was particularly the case for Donald Trump’ presidency, which has often been described as marking a break with the past in terms of its disregard for institutional norms, of its many conflicts of interest, and of its pronounced authoritarian tendency. In hindsight, however, the record of his administration seems to testify to a president who was more in a position of weakness than of strength. By approaching Trump’s term from a historical perspective, this article demonstrates that, far from being uniquely powerful, the 45th president faced the same fundamental trends that had already contributed to weakening his office over the previous decades.
