      <title>La Francophonie des territoires face aux enjeux globaux : bilan et défis des villes francophones camerounaises dans la promotion du développement durable à travers la diplomatie des villes</title>

      <description>La « Francophonie des territoires » est constituée des villes, des collectivités locales et autres entités subétatiques partageant la langue ainsi que la culture françaises. Cette dernière demeure confrontée aux enjeux globaux notamment la promotion du développement durable qui passe par la protection de l’environnement et la lutte contre les changements climatiques. L’émergence de la problématique du développement durable dans l’agenda international des collectivités locales partant du congrès mondial des collectivités locales tenu en 1990 jusqu’au sommet de Copenhague de 2009 en passant par la Conférence de Rio de Janeiro de 1992, a permis une reconfiguration de l’espace francophone. Celle-ci s’est opérée à travers l’adaptation des villes et territoires francophones aux exigences d’un monde résolument tourné vers la résolution des problèmes globaux à partir d’initiatives locales. L’expérience des villes francophones camerounaises dans la promotion du développement durable à travers la diplomatie des villes est digne d’intérêt étant donné qu’elle permet de questionner l’existence ainsi que l’efficacité de la Francophonie des territoires face aux enjeux globaux. À partir du transnationalisme et du fonctionnalisme, cette réflexion ambitionne d’une part de proposer les clés de compréhension des dynamiques d’internationalisation des villes francophones dans un contexte de mondialisation. D’autre part, elle montre la contribution des villes francophones camerounaises dans la promotion du développement durable à travers la diplomatie des villes. D’un point de vue méthodologique, cette recherche s’abreuve à une démarche de type qualitatif qui permet de comprendre et d’évaluer la pertinence des initiatives des villes francophones camerounaises dans la promotion du développement durable. Les données documentaires composées des travaux scientifiques, des rapports d’organisations internationales ainsi que des documents d’archives constituent le principal matériau de cette étude. The “Francophonie of the territories” is made up of cities, local authorities and other sub-state entities sharing the French language and culture. The latter remains confronted with global challenges, notably the promotion of sustainable development which involves protecting the environment and the fight against climate change. The emergence of the issue of sustainable development in the international agenda of local authorities, starting from the World Congress of Local Authorities held in 1990 up to the Copenhagen Summit in 2009, including the Rio de Janeiro Conference in 1992, has enabled a reconfiguration of the French-speaking space. This took place through the adaptation of French-speaking cities and territories to the demands of a world resolutely focused on resolving global problems based on local initiatives. The experience of French-speaking Cameroonian cities in promoting sustainable development through city diplomacy is worthy of interest given that it allows us to question the existence as well as the effectiveness of the Francophonie of the territories in the face of global issues. Based on transnationalism and functionalism, this reflection aims on the one hand to offer the keys to understanding the dynamics of internationalization of French-speaking cities in a context of globalization. On the other hand, it shows the contribution of French-speaking Cameroonian cities in promoting sustainable development through city diplomacy. From a methodological point of view, this research draws on a qualitative approach which makes it possible to understand and evaluate the relevance of the initiatives of French-speaking Cameroonian cities in the promotion of sustainable development. Documentary data composed of scientific works, reports from international organizations as well as archival documents constitute the main material of this study. </description>
