Elle interroge le potentiel heuristique de cet outil théorique en prenant en compte les expressions sociétales et institutionnelles de la cristallisation des réseaux en F/francophonie. Il apparaît que la portée taxinomique en est avérée avec l’existence d’un réseau mondial de la Francophonie décliné en une multitude de réseaux constitués en instruments de gouvernance « par le bas » de l’espace francophone. Cependant, la policy network présente des limites quant à sa capacité à penser le contenu des interactions au cœur des réseaux francophones et le poids des intérêts dans la formation et l’institutionnalisation desdits réseaux. This contribution aims to test the Francophone reticular dynamics by the yardstick of the policy network in the Public Policy. It questions the heuristic potential of this theoretical tool by taking into account the societal and institutional expressions of the crystallized F/Francophonie networks. It appears that this theoretical tool helps frame the taxonomy of a global network of the Francophonie made of a multitude of networks constituted in instruments of bottom governance. Il fait valoir que c’est à partir d’une ressource, sa reconnaissance internationale et des territoires pluriels mais contraints, que la Francophonie battit sa légitimité à faire la liaison entre mondes émergents. Les instruments mobilisés pour cela vont du culturel au politique à travers des actions diplomatiques et une production discursive. Malgré ses instruments, il n’est pas avéré que le capital de reconnaissance qui en découle serve à la facilitation des liaisons entre mondes émergents. The traditional dynamics of North-South relations are now played between the emerging South, this article questions the ability of the Francophonie to carry this change. It argues that it is from a resource, its international recognition and plural territories but constrained that the Francophonie has built its legitimacy to link emerging worlds. The instruments mobilized for this go from cultural to political through diplomatic actions and discursive production.
