Ainsi, nous démontrons d’une part que la variable linguistique influe sur les réseaux (leur mode de gouvernance et de financement). D’autre part, nous illustrons que la capacité d’influence décisionnelle des réseaux francophones et bilingues n’est pas la même dans un milieu où la conjoncture linguistique s’organise autour de la reconnaissance de plus d’une langue officielle (au niveau du design et de la mise en œuvre des instruments délibératifs et du processus décisionnel). Based on an empirical study, this article explains the relationship between the characteristics of public policy networks in the context of complex linguistic relations and the engineering and implementation of the deliberative instruments used to accompany the decision-making process. Thus, we demonstrate, on the one hand, that the linguistic variable influences the networks (their governance and financing models). Elle interroge le potentiel heuristique de cet outil théorique en prenant en compte les expressions sociétales et institutionnelles de la cristallisation des réseaux en F/francophonie. Il apparaît que la portée taxinomique en est avérée avec l’existence d’un réseau mondial de la Francophonie décliné en une multitude de réseaux constitués en instruments de gouvernance « par le bas » de l’espace francophone. Cependant, la policy network présente des limites quant à sa capacité à penser le contenu des interactions au cœur des réseaux francophones et le poids des intérêts dans la formation et l’institutionnalisation desdits réseaux. This contribution aims to test the Francophone reticular dynamics by the yardstick of the policy network in the Public Policy. It questions the heuristic potential of this theoretical tool by taking into account the societal and institutional expressions of the crystallized F/Francophonie networks. It appears that this theoretical tool helps frame the taxonomy of a global network of the Francophonie made of a multitude of networks constituted in instruments of bottom governance.
